Analyst, Program/Project ControlSUMMARY:
Cobham is seeking a Program/Project Control Analyst to ensure consistent application and analysis of planning, scheduling, budgeting, forecasting, tracking to include performance analysis and reporting to achieve program, project and or task life cycle success focusing on Operations and Production; performs analyses and prepares reports in order to ensure that contracts are within negotiated, committed and or agreed-upon parameters including company and government cost control guidelines; participates in the preparation of budgets and schedules for all contract work and performs and or assists in financial analyses such as funding profiles, sales outlook and forecasts, and variance analysis; uses company tools and processes including SAP, Bid/Proposal and Estimating, Life Cycle Management, Earned Value Management Systems (EVMS) techniques, Sales Forecasting, and others as provided or directed; supports the planning, execution and management of programs and projects that provide the company, management and its customers with an early warning system for program, project and task schedule and cost performance; involves significant interaction with program/project managers, finance and contract personnel, technical personnel, including operations, engineering, finance, and executive management, and other functional or support organizations.ESSENTIAL FUNCTIONS and DUTIES:
This Program/Project Control Analyst position will, under general supervision interface with the program managers, contracts, etc. to meet program requirements in a government contracting environment. Candidate with working knowledge of Earned Value and Earned Value concepts are valued. Tasks include:Assist in analyzing cost and schedule performance for moderate to large projects, using tools such as Contract Funds Status Reports, Work Breakdown Structures (WBS) and Earned Value Management (EVM)Provide financial assistance to Program Managers, engineers, manufacturing, and finance through preparation, monitoring and providing oversight of program accountsEnsures compliance with internal and external procedures, such as government procurement regulationsPerform cost assessments to identify and mitigate program risksTrack, report and interface with the program team to develop and status schedule requirements, monitoring cost performance (labor, materials, WIP) against plans to ensure contractual cost obligations are metSupport the generation of program status reports such as preparation of financial inputs to internal reports and presentationsMonitor for adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and supporting timely requests for additional funding to the customerIncorporates contractual changes into financial control systems to maintain realistic contract cost and schedule baselinesAssists in developing financial controls, procedures, systems and forecasting techniques to evaluate contract/program status and ensure compliance with government and customer requirementsAdditional responsibilities will include:Support cost accounting functions such as multi-program EAC reviews, WIP monitoring, and associated activitiesSupporting the preparation and coordination of financial forecasting and reporting, Operating Plan and Resource Plan Other duties as assigned
BASIC JOB QUALIFICATIONS: (The following qualifications can be acquired and demonstrated through experience, education and/or vocational training as noted or as appropriate.)Bachelor’s degree required (Finance, Accounting, or Business Administration preferred) with a minimum of three years experience in program controlMust have defense industryand manufacturing experience Must be able to function in a dynamic organization and communicate within a team environment including communication with all levels of internal managementProven record of team leadership, both within a team and cross-functional environmentMust be proficient in Microsoft Office, PowerPoint and ExcelExperience with earned value management systems is desired (COBRA, Dekker Tracker, etc) Must be a proven team player with excellent organization, communication and interpersonal skills, and a positive can-do work attitudeMust be able to prioritize multiple tasks in a fast-moving environment
