The Senior Vice President of Programs and Services (Chief Program Officer – CPO) is responsible and accountable for the planning, development and delivery of JFS’ services and the management of JFS’ programs. The CPO works closely with senior directors to ensure that all JFS services and programs are impactful, effective, and delivered in compliance with all contractual, legal and regulatory obligations.
The CPO is a key member of the Agency’s Executive Team, reports to the President and CEO and works closely with the Agency’s Executive Vice-President, the Senior Vice President of Finance, the JFS Leadership Team and Board of Directors.
Responsibilities and Essential Functions:
Under the supervision of the CEO, the CPO shall be responsible for the planning, development and delivery of JFS’ services and programs. Works in conjunction with the CFO on the development and management of program and service budgets. Leads and supervises program senior management on day-to-day responsibilities and through the development and implementation of short and long-term strategies and initiatives that strengthen the reach, impact and effectiveness of JFS’ services and programs. Recognizes the centrality of JFS’ clients in all that JFS does, without compromising rigorous financial and operational management. Demonstrates a commitment to service integration, continuous quality improvement and innovative thinking. Working closely with the Senior Vice President of Finance, identifies, develops and implements operational process improvements to ensure high organizational efficiency and effective service delivery as the Agency continues to grow in size and complexity. Fosters integration of administrative and service delivery data to achieve optimal service delivery and fiscal performance, for the benefit of JFS’ clients. Fosters a culture that promotes teamwork and professional growth while establishing clear performance standards. Serves as the Agency’s liaison with key external stakeholders, developing effective relationships and partnerships. In conjunction with the President and CEO, the Executive Vice President and the Senior Vice President of Finance, supports the work of the board through staffing of relevant committees and providing regular, timely and accurate information and reports. Serves on the Agency’s Executive Team, together with the CEO, Executive Vice President and the Senior Vice President of Finance. Ensures compliance with all relevant regulations, laws and standards of ethics and accountability.
Candidate Requirements and Qualifications:
Master’s degree, with at least 10 years of increasingly responsible management experience and knowledge of the complex operations of a multi-discipline entrepreneurial nonprofit human services agency, or similar organization. Demonstrated success as a senior or executive leader in a large human services agency, and experience managing complex administrative and programmatic operations. Outstanding oral and written communication skills; dynamic presentation skills. Superior interpersonal skills with an ability to inspire, lead and mentor staff at all levels. Excellent organizational skills with a focus on attention to detail. A strategic thinker and collaborative leader. Must pass a criminal background check (Live Scan fingerprinting) prior to beginning employment
