Human Resources Recruiter
Under the direction of the Director of Human Resources, the Human Resource Recruiter position will be responsible for successfully finding, acquiring, assessing and hiring candidates to fill Richmond Ambulance Authority vacancies. The position will be responsible for training staff in the talent acquisition process, managing the Employment Assessment Center and providing consultative services in the recruitment and selection process, and conflict resolution. The position will also be responsible for the agency wellness program; and for community outreach to enhance diversity and inclusion in the agency workforce.
Position Duties And Responsibilities:
Talent Acquisition: Support the organization in administering the talent acquisition program according to RAA policies and procedures. Ensure positions are appropriately classified and job descriptions meet acceptable standards before the talent acquisition process begins. Consults with management on developing position requirements and advertisements based on the accurate job descriptions. Develop disqualifying questions with the Hiring Manager, screen applications and participate on interview panels. Coach managers in the development of Interview Summaries and Candidate Evaluation Summaries. Serve as an advocate for diversity in hiring decisions and inform the Human Resources Director of issues which may expose RAA to formal complaints. Train new supervisory staff on the employment process. Develop and manage the RAA Assessment Center.
HR Consulting and Organizational Management: Develop and maintain creditability and effective working relationships with customers. Take advantage of opportunities to learn or be involved in the organization business operations. Stay aware of employees and workforce needs. Partner with workgroups to resolve matters. Research and recommend best practices in RAA recruitment process.
Community Outreach: Develop and implement strategies for imbedding RAA into community programs and initiatives that focus on educating the public on RAA opportunities. Partnership with various outside entities to enhance the recruitment diversity efforts of the organization. Develop a written plan for increasing diversity and inclusion in the workforce. Attend approved career fairs and conferences.
Wellness Plan: Coordinate with the agency staff to ensure that the organization have continuous activities promoting health. Target at least one activity each quarter.
Qualifications Requirements
- Knowledge of human resources management principles and practices including recruitment and selection, compensation, organization and job design.
- Knowledge of Federal and State regulations related to human resources functions.
- Ability to develop strategies to improve customer services, program efficiency and effectiveness, and function as a team member with other HR staff.
- Ability to analyze data and reach conclusions which are logical and legally supportable, and counsel and advise managers and employees in the resolution of recruitment and selection issues.
- Ability to balance multiple priorities, lead meetings, make effective business decisions and meet project-based deadlines.
- Ability to interpret and provide guidance on agency’s policies.
- Able to maintain confidentiality at all times.
- Knowledge of mediation and conflict resolution.
- Skill in the use of computers and software applications.
Education Requirement
- Bachelors Degree or equivalent experience preferred. SPHR, PHR, SHRM-CP preferred.
Physical Demands
- Must be able to sit for long periods of time.
- Must be able to lift up to 10 pounds of force occasionally, moderate lifting, carrying, pushing and/or pulling.
- Must be able to perceive the nature of sounds at normal speaking levels with or without correction and receive detailed information through oral communication.
